Plug-In Solar in Hawaii: Island-by-Island Guide for 2026

Hawaii residential electricity averages 39¢/kWh — literally 2.4× the US average. That makes plug-in solar payback the fastest of any US state at ~1.5–3 years. But HECO's (Hawaiian Electric) grid rules are the strictest in the country, and Kauai's KIUC operates differently again. This guide covers what works island by island.

Why Hawaii economics are extreme

• Retail rate: 34–45¢/kWh depending on island and tier
• Solar irradiance: 5.5+ kWh/m²/day statewide (top-tier US)
• Grid: island-scale, no interstate transmission, expensive fuel oil generation
• Net billing (not net metering): exports pay wholesale ~10¢, not retail

Any solar you self-consume displaces 34–45¢ import. That's the killer economic driver.

Oahu (HECO)

Most restrictive residential interconnection rules in the US. Feed-in Tariff (FIT) programs are effectively closed. CSS (Customer Self-Supply) and CGS+ (Customer Grid Supply Plus) are the primary options — both require full interconnection paperwork.

Plug-in kits under 800W with UL 1741 microinverters are widely used in a grey zone — notify HECO or don't, enforcement is inconsistent.

Maui, Big Island (also HECO)

Same rules as Oahu but often more relaxed enforcement given rural grid density.

Kauai (KIUC)

KIUC is a member cooperative, not an investor-owned utility. Rules are simpler and more welcoming. Their KIBS (Kauai Island Battery Storage) program actually incentivises battery-paired solar.

What to buy for Hawaii

• UL 1741 SB (Rule 21 updated) inverters — required by all HECO territories
• LiFePO4 battery pairing — critical given net billing economics
• Flexible or lightweight rigid panels — Hawaii wind and salt corrosion punish cheap frames
